Is this pc enough spec to play ps2 and dreamcast

Yeh base emulation of the more modern systems at their native levels isn't too much of a pain, it's when you get into upscaling graphics that the requirements become more and more whorish.

I would probably say yeah you should be able to play ps2 games no problem. I have and old i7 2.7ghz and 16gb of ram and i have no problems.

I think you it should be ok, but I can tell that if you want the PCSX2 to run the ps2 games with a great resolution, you will need a better GPU. It really looks great and you can tell the difference!!!
