Plugins not downloading completely

I was trying to setup a new install of HyperHQ and HyperSpin on a 2nd PC and when it was setup I noticed it did not install HyperSpin.exe and all it's dll files and etc. HyperHQ appears to work normal and it says all the plugin folders are up to date and installed. When I look in all the plugin folders all it has is the icon folder and the .json file. I tried deleting all my plugins from the folder manually from my known working copy on my other pc and re installed and they just installed the icon and .json folder as well. I then "checked permissions" in the paths section in settings and it said that 7Zip.exe is not found even though the HS Core Essentials plugin is installed.
