PCSX2 - fully portable option?

Is there a way to get PCSX2 fully portable on an external hard drive.

 

My current setup has the ini file being written to my C drive while the emulator and the rest of the settings are on my external E drive with my hyperspin setup.

 

Or am I missing something in the emulator settings? Everything that I can see in my emu setup is set to E but the ini keeps appeaing on both my C drive and E drive. If I remove the C drive ini copy the emu stops working.
