Retroarch Process lingering / possible bug

I should state that I am new to this whole Hyperspin software so it could be an ignorant configuration on my end. 

I use Retroarch as the emulator for several consoles, and have all software and cores updated. (SNES/GEN/N64)

Problem: If I launch say console x, I can play a game, exit said game, and launch another within this console. If I play a game using console x, then decide I want to play console y (both using retroarch but different cores) I must first manually kill the Retroarch process in the task manager. Otherwise it will not launch the rom. Also if I try to launch a rom in a console not using retroarch it will launch the rom with no issues.

TLDR: Retroarch process lingers on after having exited rom, needs to be manually killed in task manager.

Current Solution: I manually kill the Retroarch process in task manger (windows 10) this is 100% effective at fixing the issue.

Should I re-install Retroarch?
