Slowness on HS roulette !

Guys I have a problem. Now and then I have noticed that the HS wheel speed gets really slow for 20-30 seconds and then it returns back to its original speed ! It is not a problem of CPU or graphics card because I have changed both of them recently and the problem is still there. 
My setup is : Windows 7 on 32GB SSD and Hyperspin on internal 2TB Seagate SATA3 BarraCuda 5400 (free space 21GB). 
Can you suggest something to fix it ??
