Using Mesen emulator, want to start it up in fullscreen

Before anyone mentions it, I don't want RocketLauncher. I also understand and acknowledge that I am using an older and no longer supported version of HyperSpin. I did so on purpose because It's super tiny, I have limited space to work with, and doesn't contain the unnecessarily complicated set up that RL did. I did try RL. Was never able to actually see any improvement with it over HyperLaunch. In fact, I didn't notice any changes at all and it took up too much room. I only have 30 gigs on my flash drive to work with and I need all the space I can get for my arcade set up. (I have my own personal reasons for using a 32 gig flash drive)

 

If I came off as arrogant or disrespectful for the above opening, I sincerely apologize for that. I just don't want to have to get into another debate about it. I simply prefer the older HyperLaunch and its super small size.

 

All that being said, I did have a few questions that someone should be able to answer, seeing as it should be quite simple... or at least simple for everyone else. I'm not quite as smart as y'all.

I was hoping to find a way to have command lines to start up the Mesen emulator in fullscreen. It doesn't seem to want to save fullscreen settings and always starts up in a large window halfway off my screen.

If there are command line settings I can use, I don't know where to put them. I checked all over the ini files and the only one I can think of is the NES ini file under parameters, but I don't know how to use that line, so I have it set to "nil"
