Has anyone had this issue when trying to open hyperspin?

"the program can't start because api -ms-win-core-libraryloader-l1-2-1.dll is missing from your computer.Try reinstalling the program to fix the problem."

I manually downloaded the .dll file from dll-me.com. I now don't get the error but hyperspin now just doesn't open. Any ideas? I'm running it on windows 8.1
