Starting/Stopping external application on certain games

I've been adding old games using DOSBox, everything is working 

Now I'd like to add some games that use a mouse (eg Battle Chess) but emulate the mouse using key strokes so it all works with my iPAC controller.
I've been able to do this manually by starting a program called "NeatMouse" and launching via RocketLauncherUI... Is there a way to start a program for selected games automatically and kill them on exit? 

Alternatively, I can start NeatMouse on boot and activate/deactivate by hitting scroll lock... can this be toggled on/off automatically on a per-game basis?

I feel like I might need to modify the DOSBox.ahk and ini files and create a 'per game' option but don't really know where to start... my googlefu is weak, I couldn't find documentation on creating modules.
