Vsync causes horrible drop in FPS in games when using Hyperspin but not MAME by itself

I learned about Vsync last night and turned it on, i remember testing it and it working fine and fixing my screen tears but i can't remember if i tested it in MAME or hyperspin.

Well Today i decided to load up hyperspin to test out a few things and i had HORRIBLE lag, games running at 50%. I at first thought it was because of the bezels i had just turned on, but even turning the bezels off wasn't fixing it so it had to be something else.

I then shut WaitVsync off and everything worked perfect again.

I guess i must have tested Vsync in MAME and not in hyperspin.

Anyone have any ideas why Vsync would work fine in MAME but cause SEVERE slowdown when using Hyperspin or HyperlaunchHQ? Is it because of how much power hyperspin takes to run?? And is there anything i can do to fix it? More RAM, faster CPU, Better GPU? Would be nice to use since it helps with screen tear

If I minimize the screen and then go back in, the games run at 100%.

So for some reason there is a glitch or bug somewhere.

I load up hyper spin.

Choose a game.

It lags badly

I minimize the screen, or hit the windows key

I go back into the emulator and its running fine

Any ideas?
