Pc game only themes partially work/load?

Hello, having a slight problem and can't seem to find whats causing it or where this question may have already been answered/solved.

 

Some of the game themes on my pc wheel will load completely and then other times I will just get a background & or various artworks. It's rather odd as the same exact ones will work one second and then only partially load the next. Thanks in advance to anyone who can help or at least point me in the right direction!
