Anybody know how to put a scanline overlay over videos?

I was wondering if someone could help me out if it was possible to put a scanline overlay over videos in a theme? I know you can choose the option in hyperhq to add scanlines to entire hyperspin but I would like them to be on the videos only. I know this would have to be put in through hypertheme, I just don't know how to do it. I remember reading through the forums one day about someone doing this and I would like to add this to my setup as I think it would be awesome. I know I would have to modify all my themes to add this feature if someone could help me out with this.

I'd be interested to know if this was a function in HyperTheme as well, but I'm pretty sure you'd have to edit the video directly with an editor program.

I could very well be wrong, but I've never noticed that option.
