Can't connect to Hyperspin or Emumovies but on my cell no issues

Anyone else experiencing this or have experienced this.   Just recently, from any pc I have, I can't connect to Hyperspin or Emumovies via Chrome or IE with my current ISP.  But on my Data Plan, mobile network, no issues.  I doubt that my ISP would have block these sites.   I wanted to reach out here before digging further.
