Controlling the Wheel

Hi all.  At first, my Hyperspin, Emulators and game wheel would spins out of control every time i hit UP or DOWN on my arcade joystick. I had to use the arrow keys on my keyboard to make it stop.   Then i'd followed Spawk's keymapper tutorial to use a 3rd party JoyToKey.  Now it worked much better and won't spin continuously when i use the control stick. But i'm still trying to figure out how to move the wheel one at a time. Sometimes it'll skip a few and sometimes quite a few.  I had to do a light quick tap on the stick to move one at a time.  Is this normal or is there a way to control it quite easier?

 

I'm using those USB Xin-Mo type of connections to my Joystick.  My keyboard setting has been disable and the wheel speed had been selected to LOW in HyperHQ.
