Is it possible to force programs to run at lower resolutions?

I'm just wondering if it's possible to force PC games to run at a lower resolution than they natively support.

The two games I need to do this on are Cave Story and Guxt. They are the only native PC games on my system, and I would very much like if I could make it so that they ran at 288 by 240, in order to get them to work on my arcade monitor.
