Someone help with Keyboard IC/PCB hook up

Hi all I am trying to figure out how to connect wires to a USB keyboard IC/PCB like this one Side A

Side B

This is the USB Hub I am connecting it too to a Joystick or Arcade controls do I need a special tool to identify where I need the wire connected too.
