Need to upgrade computer to run dolphin emulator

I would like to run the Dolphin emulator with good a frame rate but my PC is having a hard time

 

Here are my current specs

 

Intel I5 650 3.2ghz Processor

12gig DDR3 Ram

ATI 5450 graphics card 1gb

320w Power Supply

Ishiiruka-Dolphin Emulator

 

Currently running a game like F-Zero my FPS is around 35. I think I need to upgrade the graphics card. I'm thinking of buying a GTX 750 TI and bigger power supply but I'm looking for options

Sorry I should have said I am already running the Ishiiruka-Dolphin emulator which helped a lot but still not great. I have a feeling the video card is slowing me down. its about 5 years old now and not top of the line when new

I run the regular dolphin at the 6x native "4k" and stutters are rare if any. Can also run other emulators at much higher resolutions PSP/Playstation (I just built the computer for around $500) Have not had a chance to try any of the other stuff. Have been wanting to try the new wii U emulator to see how it performs.

The drives that have all my games on are spinning drives which i already owned.

 

They have pretty good deals on microcenter.com some where you can get $30 off if you buy a motherboard + a cpu together. also a lot of their items have rebates too. Also check newegg tigerdirect amazon and b&h for prices.
