Is there a way to make a custom system on hyperhq that isnt on the list? example Nintendo Power to read the mags

Where is this because I only see custom on emulators and not on systems

Maybe running as a computer/Microsoft Windows system? Not sure what to do when you get to the emulator or how to run the custom exe.
