Your games are zipped, so when you close it out, the file is removed. Try this. Turn off "Delete Temporary" in your 7z settings in HLHQ. Then launch the game in HyperSpin. Once it is launched, close it out. Now you should be able to open NullDC and that last game will load. The emulator should not crash. Once you are done with what you need to do, turn back on "Delete Temporary" and empty out your temp folder. You should be able to change your controls in the emulator either way. To get NullDC to launch without a game loaded, you have to open the ini file and change a couple lines in there. It's easier to just make the one change in HLHQ launch the game, launch the emulator and change the setting back when you are done. The setting can be found: Launch HLHQ. Click Sega Dreamcast on the left side. Click the Settings tab on top. Click the Main Settings tab just below that. On that page is your 7z settings for this system.
