Blank Screen in HyperSpin. Wont start

I installed hyperspin on my old laptop and worked fine, this was done as a tester

 

I then went on to install it onto my nice new PC I build and works fine

 

I then went on to install it to a old pc but not that old and I get a blank screen when I start hyper spin FE

 

 

PC in question

 

Biostar G31 Motherboard

Intel E6300 Core Duo 1.86GHz

Onboard DX9 Graphics (Also tried ATI HD2400 Pro DX10)

1TB HDD

2GB DDR2 Ram

 

can anyone help I just cant under stand why im getting black screen and nothing else

 

all other machines I tried HS FE works fine

 

i have installed DX Redist, VC++ Redist .NET Framework 4 and HLHQ and HSHQ open up just fine
