PCSX2: Fastboot/Fullboot

Hello, in my PCSX2-Module its set to fastboot. So without seeing the PS2 Starting Screen. 

But I want that Dragon Quest VIII reads my bios language settings (german). This only works with fullboot, otherwise the game is in english by default. There is no way to change the language ingame.

Is there a way to force a specific game to start in fullboot mode?

I'm using Hyperlaunch. Is there no way? I tried in the pcsx2.ini, there i can make specific game settings. But unfortunatelly not fastboot/fullboot. This just works as a global settings. Eighter all or none.
