PCSX2 GSDX.ini Error

I just migrated drives and I've got this wonderful error again and I can't seem to figure out what the issue is.

Rocket Launcher gives me the Cannot find GSDX.ini error.

I've got pcsx2 running outside of RL, I have the .ini folder renamed to inis and theres a copy of gsdx.ini in the folder.

I searched for the answer already and I can't seem to find anything that helps.

Pcsx2 throws this error if the wrong shader is selected in the drop down menu as well
