Guys. 

I am now moving from a big tower machine to a SFF and need a low profile graphics card. Is the AMD HD7450 HDMI card any good? I would like to play up to at least PS2. I did a search and didn't find anything on this card.

It is really weak, if you want a cheap videocard (70€) get at last an nvidia gt 1030 https://www.videocardbenchmark.net/compare/Radeon-HD-7450-vs-GeForce-9800-GTX+-vs-GeForce-GT-1030/297vs92vs3757. If budget is not a problem a low profile 1050 would be better (165€). Nvidia has a better compatibility with mosts emulators. Moreover you want a modern videocard supporting dx12 and Vulkan (dolphin flies under vulkan and to me vulkan on RetroArch improves controller latency). For ps2 you need a beefy CPU, anyway, pcsx2 is slower than CEMU.

If you are using an old system beware, older motherboards may have problems with 1030 due to pcie-e power managment. In this case you can find something like an used gtx 750. Check also the PSU, many SSF's PSU just don't have enough power for a pci-e videocard.

If you are building the system and want a little case take a look at cooler master elite 130, it can house an ATX PSU (SSF PSU sucks. Badly) and  a decent videocard.

With 1050TI you should be able to play Street Fighter V and other non demanding windows games at 1080p. That is a TI, 1050TI  is obviously better than a vanilla 1050, it depends on what you are planning to play and screen resolution. There are no cheat with videocards: the more you spend the better they get. If you plan to play non demanding windows games and emulator that is a good videocard at an (almost) decent price. Videocards cost too much these days. If you are planning demanding windows games at 1080p you should get a 1660TI but they are pricey and I don't think there are low profile models. If you are on 4k... well, good luck, even a 2080TI has problems running true 4k 60fps hi-end games...
