The HyperSpin 2 early access beta is here!

We’re starting the first public testing phase with Platinum Members to keep the scope manageable while we test the current feature set and begin to add more. In the future, we’ll provide a version for basic members as well.  On behalf of the entire HyperSpin team, we look forward to another exciting adventure with our community.

Yes it is very much possible but this site may not serve your purpose as well as some others might.  I would suggest looking at BYOAC at http://forum.arcadecontrols.com/index.php

That site as well as /Cade on reddit are more specifically orientated to actually building an arcade machine where as this site is for the software to run it.

+1 for BYOAC. That place is fantastic and has everything you'd ever want to know on this hobby as well as many people who can walk you through the process.

You can buy pre-fab kits or look to reno an old cab. In Toronto there's a great site for old cabs that can be used for Mame/HS projects.

They can also do all the assembly for you as well.

You'll also want to look at something like an IPAC to be able to connect the arcade controls to your PC. But all of this info is on BYOAC as well.
