7zip doesn't seem to recognize this as a valid archive.

It wasn't asking me to save as php at all, but the zip file would immediately disappear no matter where I saved it, so I had to whitelist the directory.

Added it to my whitelist and got everything working after a little trial and error. Something to note though is that without setting Minimize_Background_Windows_Enabled to True, HyperSpin was losing window focus immediately upon launch. While I'm fine with everything else being minimized on launch, I'm curious why this was happening.
