Windows 8.1 won't install Visual C++ redistributable

So yeah it took me years, but I just finally updated to windows 8.1 and got everything set up with classic shell, which made it actually feel good to me.  Now I go to dolphin and it won't start because it's missing a visual runtime .dll.  Go download the vcredist executable, and it won't install.  Found a bunch of online posts from people with the same problem and no real solution.  Windows update packages that they point to as a possible solution will not install either because they are "not applicable to this computer".  I know a lot of you have been running windows 8/8.1 for a long time, has anyone else ran into this?
