Now really isn't isn't the time to buy a 4K TV or monitor as a lot of sets out there don't support the full spec. For example a lot of cheaper sets only have a low refresh rate.

Honestly, give it 12 months. Then the sets will be cheaper, and support the full ultra hd spec. This will include good refresh rates and HDR.

I use hyperspin on a 4k tv.  but to be honest I have everything set to run at 1920x1080 resolutions.  Simply because everything I have on my setup was made for 1080p.  Just because its a 4k tv most have upscalers that clear images up so I get really good results.

It's not the optimal time to go for 4K indeed, as content, hardware & price will get a lot better. But if you don't mind spending, buying a 4K tv now isn't an issue (but why not a 4K monitor?) as it scaled perfectly to 1080p. TV's/monitors last you longer than your pc hardware, so that'll catch up, mostly just replace your GPU.

What I really don't get is people buying 4K monitors at 24" or similar, that's just stupid. If I'm going to replace my 27" 1440p monitors it'll be at least for a 32"+ monitor. As for TV's, 55" is about the optimal for 1080p at normal viewing distance, so 4K needs about 70"+ or closer distance to your tv to actually see a bloody difference (not including the perception placebo effect conformation bias of having better hardware so thinking what you're seeing is actually better)
