If what Agent47 say helps you, disregard below.

If the problem persists I ask you:

Are your bioses correctly placed in the system folder (same location as retroarch exe)

Do you have the correct bioses?

Are you trying to load a cue file, is the cue file correct?

Depending on your PC hardware, it could be a specific setting you set in Retroarch that now will crash every time you try opening it.

An example, there were cases where "Threaded Video ON" crashed some cores no matter what, so I needed to edit the file in notepad (or ++) and get rid of that setting, or sometimes even a specific shader could crash it because the core doesn't support that for some reason at that time.

So, as a last resort, try moving/deleting your retroarch cfg files, or the core config files (inside config directory and cfg files that are in the root RA directory), and see if the game boots now.

Also, if it persists, download the latest nighly, rename your current Retroarch folder and just put your system folder in the newer Retroarch folder, see if that gives you positive results.

Your problem seems to be totally focused on Retroarch alone, RocketLauncher is saying it had a problem waiting for the emulator to work because RA crashed, it will crash if you try it outside RocketLauncher too.

the extraction comes up complete then goes to launcg game and thats when retroarch crashes.

so guessing it is retroarch, coz i did get a few games loaded when first set it up

I seem to remember that this was an issue when the wrong core was loaded... might be worth a double check.

Rar files?

Do what Griffin say and please check your rom files, I'll give you an example:

If the game you're trying to load is called Resident Evil (USA).rar, it's extracted by RocketLauncher to a temp folder, it should have 2 files, i.e., Resident Evil (USA).bin + Resident Evil.cue.

Now, depending on where you got this copy, or you created from the real disc (can happen), check if the cue file is loading the correct bin file, like:

 

FILE "Resident Evil (USA) (Track 1).bin" BINARY
  TRACK 01 MODE1/2352
    INDEX 01 00:00:00
FILE "Resident Evil (USA) (Track 2).bin" BINARY
  TRACK 02 AUDIO
    INDEX 00 00:00:00
    INDEX 01 00:02:00

 

Check specially if the main Bin file is typed correctly.

Also, why use rar? Is it to save space? Why don't you just compress your bin to pbp instead, much easier, do not decompress, saves space and arrange your roms folder, this is just a suggestion.

I imagine the rar compressed image is about 300 mb, in PBP it's 358, it sure is not that bigger and loads like an iso straight to the game.

Aorin i deleted playstation cofig file and it loaded up through rocketlauncher again.

tested a couple of games to see if they loaded and do.

 

the games i have are all rar files, One of the games in my list i never had, uncompressed it, renamed bin and cue file. opened up file and renamed inside it with ++ also the main folder it was all in. recompressed but that game failed. 

 

is there any good tools th use to rename ps games?

There may be, but I don't recommend this route, you say that your games started to load when you deleted your old PSX configs, the compressed one is problematic now, maybe a minor thing is wrong with this file in particular.

Try compressing it using PSX2PSP,  http://downloads.pspspot.net/psp-utilities/720-psx2psp-v1-3.html, it will become a PBP file, one file only, no cue.

Add PBP in your Rocket Launcher extensions field, try loading it and see if it works.
