Is it possible to get an interface with software profiles on pc.

I'm thinking instead of user login, there could be hyperspin, Steam, Xmbc for an example. And it would launch directly into it.

You can use multiple accounts and group policies. It is possible to select a specific shell per-user. One windows account will lanch xbmc, another user will launch hyperspin, etc
