No it isn't. It's baked into MESS if you choose to do so. You can either have MESS or MESSUI. Both work exactly the same but the UI version adds a pseudo front end, just like MAMEUI or MAMEUIFX. - J* How to rebuild your MAME ROM set using CLRMAMEPRO - Walkthrough HERE!

I did not mean to say that it was a stand alone front end plug in you can use with MESS. I used MESSUI to configure everything I needed to configure in MESS. Once you have emulator up and running, you can delete the MessUI.exe and replace it with one of your MESS versions.
