Yes, Windows 10 is now far superior for Hyperspin, as long as you are using the latest version with RocketLauncher.

I use Windows 10 Home edition (64bit) with all latest updates, and TeknoParrot and TTX work great.

If you can, get Win 10 Pro so that you can use RDP ;)

If it's an arcade cabinet or an HTPC and you don't need windows store I'd say W10 LTSC. 10 years of security upgrades without version changes and the feature to boot on black (no windows stuff when turning on or off, you'll see it only when the system installs updates)
