LOL! Depends on the sewer system. Sanitary sewers carry shit and dirty water from your bathroom and kitchen. Storm sewers carry rain water from roads, roofs and parking lots. Sewers are also typically quite small, so no Ninja Turtles living in them and no huge waterfalls for Batman to get into fights (Dark Night Returns). Cities are not hollow and full of sewer tunnels.
